Add option to tag a user in a comment via @... to specifically notify that user & visualize in the Tasks & Notifications area.

How: Add the option to tag a user via "@username" similar to what you can do in emails etc.

Why: To be able to actively notify a user about a comment

For Who: Everybody

Impact: Next to INSE-I-671 a lot more useful usage of Comments

Additional context: Ideally next to being able to tag a user in a comment, add a link to the comment in the Tasks & Notifications area for easy navigation to the entity record.
