REST API: Get ALL Cvl Values in a single call

How: Get ALL Cvl Values like we can in Remoting.

Why: So we don't first need to get all Cvls, to then iterate them one by one, to get all Cvl Values for the individual Cvl.

For Who: Developers to improve performance and reduce complexity.

Impact: Enables easier up-front caching of data.
