Hide dropdowns with only one value when doing download

How: When doing downloads we want dropdowns to be hidden if they only contain one value, since then you don't need to do a selection

Why: If you only have one resource format shared in the store the user doesn't need to see the option to select. The same for the language selection for PDF - if there is only one language shared there is no list to select from.

For Who: Users that are downloading data would get a cleaner UI.

Impact: Easier to setup a download.
