Additional context: in our use case we have many users who can upload resources. I want to assign a workflow task to the individual user who forgot to enter certain resource metadata.
With "roles" I get far to many users who would all get that task assigned. I don't want to send unnecessary tasks to users otherwise they will stop looking at it if it's not relevant for them in the majority of the cases.....

Total agreement, Ive learned in all the years of working PIM, people start to ignore the tasks or workflow assignments when its not their items. We are assigning by Roles as a general, but having the last modified or even as the created by user helps to being the direct awareness to the person who missed something in their setup.
Yes, having the ability to assign a task based on an attribute value or an assigned owner of an entity would be extremely valuable.
