Assign CVL values to fieldsets

How: If a field is assigned to multiple fieldsets and is data type CVL allow the CVL values to also be assigned to fieldsets if applicable.

Why: Some CVL values are not valid for all product types the field is assigned to. Using fieldsets to assign a field like Finish to different product categories can result in very different values for users to select.

For Who: Assignment of CVL values by fieldset in control center creates for better data governance because user has predefined list of specific values available without having to create two individual fields and two CVL to accomplish it.

Impact: Results in fewer fields created in the database with the same name across different product categories, better data normalization.
