Restrict Export permission

How: Add new permission

Why: In order to prevent "unauthorized" downloading of data

For Who: all users

Impact: Readers could be given NO export permision or restricted e.g. MAX. number of entities per export.

Additional context: Just an extra safeguard to prevent unauthorized data exports, e.g. to prevent you whole product database is downloaden by a disgrunteld employee with access to the system.
