Custom locale-grouping

How: Be able to group locales e.g. by region in Control Center and/or in a preferred list in the user preferences.

Why: With over 40 locales in use (and counting...) it becomes more difficult for users to quickly find the right locales.

For Who: any user

Impact: easier to find your (preferred) locales

Additional context: I would want to have the option to group locales e.g. by region so local/regional users find all their locales together.

Secondly it might be an idea to register "preferred" locales which would then show up at the top when you open a locale-string field in Enrich.
